ICSM

A five-year strategy to advance Australia and New Zealand's geospatial foundations.

Partnering with the Intergovernmental Committee on Surveying and Mapping (ICSM) to develop its 2025-2030 strategy for Australia and New Zealand's surveying and geospatial foundations.

Challenge

With the 2019-2024 strategy coming to an end, ICSM needed a new five-year direction its members would own. The committee spans jurisdictions across Australia and New Zealand, with diverse priorities and policy drivers, so a shared vision and objectives had to be built together. The strategy had to be informed by ICSM’s previous achievements and what members saw as the pressures and opportunities ahead.

Solution

Through a detailed retrospective survey and targeted interviews, ICSM members and working group leads told us what worked in 2019-2024 and what didn't, as well as challenges and lessons. Those findings fed a workshop-driven strategy design process with ICSM's Strategy Subcommittee.

Successive drafts were presented to the full ICSM membership through targeted review cycles, so every jurisdiction had a hand in the strategy before it was signed off.

Impact

The new 2025-2030 strategy gives ICSM an agreed vision, four strategic pillars and clear objectives. It is shaping the committee's annual work programmes and working group priorities, and helps members advocate for geospatial support and investment in their own jurisdictions. The one-page strategy cuts through complexity, aligning ICSM around an easily digestible visual.

"The new ICSM strategy has become a practical tool, not a document that sits on a shelf. It's shaping our annual work programmes and giving members something authoritative to point to when they're advocating for geospatial in their own jurisdictions. CreateBig were a trusted, professional and capable partner throughout, and we'd work with them again."
